A. When I tune into this I get that China is planning for the future in a major way. They have been stock piling gold with the hopes of backing a new world currency, and finally gaining some economic control. They are also reinvesting in themselves by taking some of their revenue and developing a healthy infrastructure. This reinvestment not only helps them cycle money economically, but physically gives them stronger, more advanced cities.
I get there will come a time in the future when people will be relocating to these cities by the masses. It is as if they phase out the current population centers (and capitals of industry) and merge to the newer, more efficient areas. I see a huge shift happening within the next five to seven years. I get the actual capital of China will change as well.
It is true that the cities far exceed the current population, even with some growth. China is planning for the future and being a superpower. They know this status will create an influx of people, and are preparing for this growth. They are also planning on expanding their control (my impression is that some of these cities almost feel like a prison, but this could be symbolic??), and people that were once not under the Chinese territory will find themselves under their control. For this reason, they have expanded these cities to include areas of Africa as well.
China is most definitely playing the long game and wanting to regain power, influence and control. They feel as though they are gaining a lot of momentum in this direction, regardless of what setbacks they encounter. I would watch for major changes to occur with them over the next few years.

Prisons: because cameras and facial recognition Technology is installed everywhere. 24hr surveillance. Also internet Wise- it's pretty much a bubble. nothing gets in there they don't want their citizens to see.
I never heard of these "Ghost cities" in China, but Lynn's take reminded me of CA's Agenda 21 whose goal is to end suburban sprawl and have people move into smaller condos in similar concentrated high rise centers. The fires there wiped out several neighborhoods and insurance would not let families there rebuild claiming they were at risk for "Forest fires": DEW, like they used on Notre Dame, that is. Brave New World.
I wonder if China has its own Deep State coordinated with ours and other nations. Interesting they are even building these towns in Africa, a lot of natural resources and cheap labor there.

Some of you are right ....the prediction is agenda 21....minimize pop, move people to smart A.I controlled cities....not a good thing dystopia follows,
